Immigration Minister Scott Morrison has begun his appearance at the Human Rights Commission inquiry into child detention by saying members of the former Labor government should also be called to testify.

The inquiry was launched by the Human Rights Commission in February and the commission's president Gillian Triggs has already held three public hearings in Sydney and Melbourne.

Mr Morrison is giving evidence in Canberra today.

In his opening remarks, he maintained that Labor's policies led to the high number of children in detention, and said the former government should also be questioned about its policies.
