The 18-year-old man who was shot dead after stabbing counter-terrorism officers in Melbourne may not have been acting alone, police say.

Abdul Numan Haider, 18, was shot dead on Tuesday night after he stabbed two officers during a meeting outside the Endeavour Hills police station.

Chief Commissioner Ken Lay said police were investigating reports Haider was talking to other people in the lead up to the attack.

"There is some information that he was certainly talking to other people around the time that he came to police station," he told 774 ABC Melbourne.
